Background
MISA Zambia is implementing a Project called “Empowering Voices and Advancing Freedom of Expression” whose objective was “To protect the rights of association, assembly and freedom of expression during the 2026 general elections”. Activities on this project included monitoring incidents that were impacting the above stated rights and engaging appropriate state entities to seek improved upholding of the stated rights. Whilst the interventions were informed by incidents we recorded on a daily basis, our broader knowledge of the patterns of incidents and regions and nature of incidents has to be studied further and documented in a more analytical manner that aids in policy development that can address some of the incidents which were recorded.
To this effect, we seek to engage a consultant to produce an analytical report that will analyse the environment for media freedom, freedom of expression, access to information, freedom of association and assembly pre campaign and during campaign period, during poll and post poll day. The incidents which were recorded should also be documented to fully inform the analysis.
Purpose of the Consultancy
The main purpose of the consultancy is to:
- Produce an analytical report assessing the environment for the enjoyment of the rights of media freedom, freedom of expression, rights to association and assembly and access to information before and during campaign period, during and after poll day.
- Devise the appropriate methodology for conducting the research to produce the above stated report.
- Examine the nature, causes, patterns and impact of political, electoral and media-related violations to a free and fair election and towards facilitating voters’ choice.
- Compare the 2026 electoral environment with the 2015, 2016 and 2021 elections.
- Assess how institutions responded to reported violations that impacted the above stated rights.
- Identify weaknesses in prevention, reporting, investigation, accountability and redress of violations.
- Develop practical recommendations for preventing political and electoral violence and protecting the above stated rights and freedoms.
- Present the final report to national and international stakeholders during a launch.
Deliverables
At the end of the consultancy, MISA Zambia expects to have:
- A comprehensive report analysing the level of enjoyment of the above stated rights in the stated period.
- Methodology for conducting the research.
- Power-point presentation of the report to be presented to the stakeholder meeting.

Purpose
The Talent Development Specialist / Senior Specialist will play a crucial role in enhancing the skills, knowledge, and capabilities of NGM and Barrick employees through strategic learning and development initiatives. The position level will be determined based on the candidate’s qualifications, experience, and demonstrated scope of expertise. We are open to candidates ranging from Specialist through Senior Specialist level.

Responsibilities
- Design and implement comprehensive talent development programs that align with organizational goals and support employee growth.
- Conduct training needs assessments to identify skills gaps and development opportunities across various departments.
- Collaborate with subject matter experts and department heads to develop and deliver training materials, workshops, and learning resources.
- Facilitate engaging and interactive training sessions both in-person and virtually, ensuring content is relevant and impactful.
- Evaluate training effectiveness through feedback, assessments, and performance metrics, adjusting programs as needed to optimize outcomes.
- Partner with HR and management to create career development plans for employees, offering guidance and resources for professional growth.

Qualifications
Education
- Bachelor’s degree in Human Resources, Organizational Development, Education, Psychology, or a related field, or equivalent relevant experience.
Experience and Skills
- Demonstrated experience in talent development, learning and development, organizational development, or a similar field. Experience level may range from developing/early-career talent development experience through advanced experience appropriate for a Senior Specialist role.
- Strong understanding of adult learning principles and instructional design methodologies.
- Excellent facilitation and presentation skills, with the ability to engage diverse audiences.
- Proficiency with learning management systems (LMS) and other training software/tools.
- Ability to analyze training needs and develop targeted solutions that meet organizational objectives.
- Effective project management skills, with the ability to prioritize and manage multiple initiatives simultaneously.
- Strong communication and interpersonal skills, with a collaborative and consultative approach.
- Experience in talent development within the mining industry is preferred.

Job Responsibility
Employee Support, Administration, Travel, HR Engagement
- Provide orientation for new employees of the department, providing information packets, gathering payroll details, explaining benefit programs and obtaining signature on-boarding documents.
- Manage any timesheets (paper or online based) as required and provide ongoing assistance to departmental employees regarding pay queries. Update Leave and Payroll management by providing Head of Department and Section Superintendents with relevant employee information.
- Provide booking assistance for approved business travel, managing expenses. Provide a single point of contact for travel arrangements for internal and external travel requirements for staff and visitors.

Asset Management
- Support the implementation and maintenance of the Smelter Asset Management Framework and associated standards for the fixed plant and mobile equipment assets.
- Develop and maintain accurate asset registers and equipment hierarchies in Pronto.
- Monitor asset health indicators and identify deterioration trends requiring maintenance intervention.
- Manage the strategy, governance, and optimization of the reliability maintenance initiatives to prevent related mechanical failures.
- Build and maintain asset health indices combining equipment age, thickness test data, and operating history to predict remaining useful life.
- Carry out periodic asset condition assessments and asset health reviews.
- Assist with equipment risk assessments and identification of mitigation measures.
- Support the rollout and implementation of the digital maintenance platforms such as the OnPlan platform.
Mechanical Reliability and Performance Monitoring
- Apply statistical modelling to historical failure data to identify if equipment suffers from random failures, or age-related wear-out.
- Analyse and identify recurring equipment failures and assist in developing reliability improvement initiatives.
- Calculate and report plant-wide metrics including Mean Time Between Failures (MTBF), Mean Time to Repair (MTTR), equipment availability as well as the standard company maintenance compliance matrices.
- Monitor asset health indicators and performance metrics to identify reliability risks and improvement opportunities for smelter mobile and fixed plant equipment.
- Collect, analyse, and report on asset reliability, availability, maintainability, and utilization data.

- Support implementation of preventive, predictive, and condition-based maintenance programs.
