The Zambia Revenue Authority (ZRA), in line with its corporate priorities aimed at optimizing revenue collection and increasing tax compliance, and in view of the need to effectively manage the numerous challenges and opportunities in the fast-changing business environment, is seeking highly motivated, result-oriented, well-qualified and experienced professionals to fill the following vacancies:

1. Director Finance and Treasury – Salary Grade ZRA02

Positions: 1

Purpose

Reporting to the Commissioner Corporate Services, responsible for advising and providing effective leadership in the design and implementation of strategies that ensure all revenue, income and expenditure by the Authority are properly accounted for and that all revenue collected is as soon as practically reasonable accredited to the Treasury.

Key Responsibilities

  1. Facilitate formulation, implementation and monitoring of the corporate budget forming the basis of Government funding to the Authority
  2. Oversee preparation of financial reports in line with international accounting standards for submission to management and the Board
  3. Safeguard, control and account for the Authority's resources and expenditure per approved policies/budget
  4. Ensure revenue collected is accounted for and banked intact for credit of the revenue accounts at the Central Bank
  5. Account for all treasury transactions in accordance with acceptable accounting standards
  6. Prepare consolidated revenue collections daily
  7. Use credible systems to monitor transfer/reconciliation of tax revenue from collecting points into Commercial Banks and ultimately Central Bank
  8. Liaise with banks and enforce agreed performance standards
  9. Direct cash flow forecast, manage banking relations, and optimize liquidity
  10. Implement audits/risk resolutions and follow up on internal/external audit recommendations
  11. Facilitate development, maintenance and review of systems, policies and procedures for effective financial management
  12. Adopt and implement agreed corporate risk management framework

Requirements

  1. Grade 12 Certificate/GCE with minimum Credit or better
  2. First Degree in Accounting or Finance, or Fully qualified Chartered Accountant or equivalent
  3. Master's degree in accounting/finance/business administration (must for external candidates)
  4. Minimum 10 years post-degree experience; 5 of which at Management level
  5. Member of ZICA (Zambia Institute of Chartered Accountants)
  6. Understanding of the ZRA Taxpayer Charter & Administrative policies

2. Director – Lusaka Region – Salary Grade ZRA02

Positions: 1

Purpose

Reporting to the Commissioner – Domestic Taxes, responsible for provision of segmented service to medium, small and informal taxpayers in Lusaka Region, covering basic service-related processes and compliance activities across all tax types (Customs and Domestic Taxes).

Key Responsibilities

  • Compliance Support & Taxpayer Services: implement regional work plans/strategies for registration and education; forge strategic partnerships; implement compliance audits; ensure compliance in filing and payments
  • Tax Audit, Enforcement and Debt Recovery: implement audit/debt recovery plans; recover unpaid taxes from non-compliant taxpayers; maintain up-to-date debt position records; charge penalties/notify taxpayers; ensure accountability of submitted returns
  • Policy and Strategy Formulation: recommend policy changes to Director – Tax Business Policy and Support
  • Operational Management: allocate resources based on data; manage/support staff performance and development; ensure regional staffing flexibility; develop compliance improvement plans; build stakeholder relations with border/customs agencies
  • Ensure ZRA corporate values are understood/demonstrated by all staff

Requirements

  1. Grade 12 Certificate/GCE
  2. First Degree in Economics, Business Admin, Commerce or full ACCA/CIMA/CA or equivalent
  3. Master's degree in Economics, Finance/Accounting, or Business Administration (must for external candidates)
  4. Minimum 10 years post-degree experience; 5 at Management level
  5. Practicing member of a relevant Professional Body
  6. Capacity to apply specialized knowledge to strategic management issues
  7. Excellent knowledge of Informal Sector, Small and Medium Taxpayers
  8. Detailed knowledge of Domestic Taxes and Customs operational procedures and Internal Management Control Systems

3. Director Information Communications Technology (ICT) – Salary Grade ZRA02

Positions: 1

Purpose

Reporting to the Commissioner Business Facilitation, responsible for effectively supporting ZRA business through timely, cost-effective, efficient and professional ICT infrastructure, systems and services.

Key Responsibilities

  1. Facilitate formulation/implementation of ICT Strategy and plan
  2. Management of ICT infrastructure and operations
  3. Management support/maintenance of business systems
  4. Provide/support business systems and database administration
  5. Design, implement, maintain network/hardware/data security
  6. Ensure quality assurance/security of ICT systems
  7. Manage staff performance and development
  8. Administration of ICT contracts/agreements
  9. Identify and mitigate personnel-related risks, zero-tolerance approach to integrity
  10. Ensure operational/project budgets accurately established
  11. Manage corporate risk management framework for ICT performance

Requirements

  1. Grade 12 Certificate/GCE, Credit or better
  2. University degree in Computer Science, IT, Electrical/Electronics & Telecommunications or related field
  3. Master's degree in ICT or related field (must for external candidates)
  4. Minimum 10 years post-degree experience; 5 at Management level
  5. Member of ICTAZ (Information and Communications Technology Association of Zambia)
  6. Understanding of ZRA Taxpayer Charter & Administrative policies
  7. Time consciousness, management and prioritisation

4. Director Data Analytics (DDA) – Salary Grade ZRA02

Positions: 1

Purpose

Reporting to the Commissioner – Business Facilitation, responsible for leading the ZRA-wide use of data as it is available and used effectively to all parts of the ZRA as the institution strives to become data driven.

Key Responsibilities

  1. Facilitate formulation/implementation of ICT Strategy and plan
  2. Develop ZRA corporate data strategy and governance
  3. Facilitate implementation of the Data Governance policy
  4. Develop data analytics projects (objectives, timelines, functionalities)
  5. Provide leadership in managing/facilitating use of data warehouse and third-party sources
  6. Develop data links with other organizations/third parties
  7. Report results of data analytics projects to stakeholders
  8. Identify/facilitate operationalization of AI use; research opportunities for data analytics applications
  9. Determine technical requirements for data analytics/hiring data scientists
  10. Communicate with stakeholders throughout project lifecycle
  11. Coordinate with ICT/IPM teams for infrastructure support
  12. Review data analytics proposals for feasibility
  13. Optimize specialized human capital and develop training materials

Requirements

  1. Grade 12 Certificate/GCE
  2. First Degree in Data Science, Computing, Economics, Statistics, Business Admin or similar
  3. Master's degree in same fields
  4. Studies/qualifications in data analysis and usage
  5. Minimum 10 years post-degree experience in data analytics; 5 at Management level
  6. Practical experience managing/facilitating data analytics in a complex environment
  7. Appreciation of legislation administered by ZRA
  8. Understanding of Zambian laws re: data use/safeguarding
  9. Understanding of ZRA operations/inter-linkages
  10. Understanding of ZRA Taxpayer Charter & Administrative policies
  11. Appreciation of ZRA business systems/relevant databases

5. Assistant Director – Performance and Culture – Salary Grade ZRA03

Positions: 1

Purpose

Reporting to the Director Human Resource, responsible for ensuring ZRA HR practices, procedures and processes drive improvements in performance and transform workplace culture.

Main Duties/Accountabilities

  1. Promote employee engagement and organizational culture/clear expectations

Minimum Requirements

  1. Grade 12 Certificate/GCE with at least 5 Credits including English
  2. University Degree in Public Administration, Business Administration, Organizational Development, Human Resource Management, Industrial Psychology, Finance/Economics with a Postgraduate Studies in Human Resource or any people management equivalent degree
  3. Minimum 10 years relevant post-qualifying experience; 5 at Management level in managing employee performance, domestication of people-experience initiatives and culture
  4. Master's Degree in Public Administration, Business Admin, HR Management, Industrial Psychology, Organisational Development, or Finance/Economics

6. Assistant Director – Administration Support Services – Salary Grade ZRA03

Positions: 1

Function: Administration

Purpose

Reporting to Director-Administration, responsible for planning and managing the Authority's estates and general services functions and activities.

Main Duties/Accountabilities

  1. Plan/coordinate/control Administration Support Unit activities
  2. Initiate/develop/administer administrative policies and procedures
  3. Initiate/develop/maintain systems for managing physical/electronic records
  4. Monitor/supervise Safety, Health and Environment functions (Occupational Health and Safety)
  5. Determine service levels; prepare operational budgets and plans
  6. Assist staff meeting performance standards via guidance/coaching/training
  7. Ensure compliance with internal systems/procedures
  8. Ensure effective management of cleaning/other services contracts
  9. Initiate/develop/maintain systems for managing movable assets
  10. Oversee disposal of Authority Assets
  11. Co-ordinate procurement/distribution of office equipment/furniture
  12. Consolidate recurrent/capital Departmental Budgets, monitor utilization
  13. Assess office requirements for Divisions, source office space
  14. Ensure Authority obtains optimal economic value from owned/rented property
  15. Perform liaison functions for the Administration Department

Minimum Requirements

  1. Grade Twelve Certificate/equivalent
  2. Bachelor's Degree in Social Sciences such as Public Administration, Business Administration or related qualification
  3. Minimum 5 years relevant post-qualifying experience in Administration Department or related field
  4. Minimum 3 years relevant experience in a managerial role
  5. Valid membership to a relevant professional body
  6. Training in Asset Management, Estates Management or Occupational Health and Safety (added advantage)
  7. Master's Degree in a relevant field (added advantage)

7. Manager Legal Services – Salary Grade ZRA04

Positions: 3

Department: Board Secretarial and Legal Services Department

Purpose

Reporting directly to the Assistant Director Litigation and Corporate Advisory (3) and Contracts and Agreements (2), responsible for litigation, review of legislation for efficiency, contract drafting/review and legal research to support Authority operations.

Main Duties/Accountabilities

  1. Attend to contentious matters ensuring efficient resolution/compliance with legal standards
  2. Represent the Authority in all civil and criminal litigation
  3. Prepare all casework for court litigation, mediation or ex-curia settlement
  4. Consider/attend appeals before the Tax Appeals Tribunal
  5. Assist/advise Divisions on all legislative queries/amendments/repeals
  6. Assist/advise in drafting Acts, Statutory Instruments, Contracts, Agreements and administrative rules
  7. Collect and maintain electronic/hard copy records of relevant Acts, Statutory Instruments
  8. Review/revise legislation for efficiency of enforcement
  9. Undertake research, compile/prepare reasoned legal opinions
  10. Review judicial judgments, determination of Tax Appeals Tribunal effects
  11. Attend to all legal drafting requests
  12. Ensure contracts/leases/MOUs/service level agreements properly drafted per legal standards
  13. Ensure Authority's interests protected in all Agreements
  14. Ensure assigned KPIs for the Department achieved
  15. Prepare monthly performance and other relevant management reports

Minimum Requirements

  1. Grade Twelve Certificate/GCE equivalent
  2. Must have a degree in Law
  3. Must be an Advocate of the High Court with minimum 5 years' experience at the Bar
  4. Minimum 5 years working experience in a legal department, law firm or related environment
  5. Well-versed in legal matters with strong analytical/research skills
  6. Good work record showing competence in litigation, drafting contracts, agreements, legal opinions, board secretarial, law reform
  7. Master's Degree as an added advantage
