Director-Strategic Planning and Information Management (SPIM)
ZNPHI, with support from Resolve to Save Lives through the Collaborative Surveillance Project seeks to recruit suitably qualified and experienced persons to be appointed as Director-Strategic Planning and Information Management (SPIM) at ZNPHI HQ, Lusaka.
This Directorate is responsible for planning, research, information management, data synthesis and translation as well as monitoring and evaluation functions to enhance programmes and project performance.

Job Title: Director-Strategic Planning and Information Management (SPIM)
Reports to: Director General
Location: Zambia National Public Health Institute HQ, Lusaka
Job Purpose
Lead strategic planning, research and information management for ZNPHI. Advise on policy formulation in public health security and ensure translation of data into manageable information for decision making.
Specific Roles and Responsibilities
a) Corporate Planning
- Coordinate development, implementation and review of ZNPHI Strategic Plan
- Monitor performance vs targets and prepare quarterly Performance Review Reports
- Facilitate mid-term and end-term evaluations of the Strategic Plan
b) Data Synthesis and Translation
- Coordinate operational research and data reviews, synthesis, visualization
- Support data interpretation, manuscripts, conference materials and policy briefs
- Mentor and train data analysts
c) Programme/Project Management and Coordination
- Work with Departments on performance improvement programs and Delivery Unit
- Coordinate strategic planning for project implementation
- Develop proposals and concept notes for donors/funders
- Develop reports for ZNPHI Board, Government and Cooperating Partners
d) Organization of Regular Project Meetings and Assessments
- Coordinate inception workshops, annual work plans, review meetings
e) Programme/Projects Documentation
- Compile quarterly monitoring reports and programme bulletins
- Assist with annual reports and end-project reports
f) Implementation of Balanced Scorecard (BSC)
- Oversee BSC performance management system and KPIs
g) Leadership
- Supervise subordinates and drive organizational culture and productivity
h) ICT and Information Management
- Establish ICT capacity, drive digital innovation and AI integration
- Coordinate publication and dissemination of Health Press Zambia
i) Qualifications
- Full Grade 12 with minimum 5 O'level credits including English and Mathematics
- Bachelor’s Degree in Biology, Health Economics, Demography, Mathematics or equivalent
- Master’s Degree in Bioinformatics, Health Economics, Demography, Mathematics or equivalent
- PhD in a relevant field is desirable
j) Desired Experience
- Minimum 10 years work experience at senior scientific level with leadership/management
- At least 10 years supporting high-level executive
- Experience in big data analytics, bioinformatics, data visualization
- Experience in research, grant writing, program management
- Experience in health sector/public health/epidemiology is desirable
- Experience with donor funded projects is an added advantage
k) Knowledge and Skills
- Strong analytical and data visualization skills in epidemiology/statistics
- Excellent oral and written communication
- Strategic understanding of ICT for public health surveillance
- Excellent interpersonal and decision-making skills
