The Higher Education Loans and Scholarships Board (HELSB) is a Statutory Body established by the Higher Education Loans and Scholarships Act, Chapter 146 of the Laws of Zambia, to provide for the administration of scholarships and the Loan Scheme.
HELSB invites applications from competent, enthusiastic and suitably qualified candidates to fill the following position:
Position: Deputy Director – Human Capital and Administration (1) – LSB 02
Reports to: Chief Executive Officer
Job Purpose
To provide strategic leadership and oversight of the human capital and administrative functions of HELSB in order to ensure effective utilization and development of human resources, efficient administrative operations, sound employee performance, and alignment of the Directorate’s programs and activities with the Board’s strategic objectives.
The position will coordinate with the Strategic Planning function, which reports directly to the Chief Executive Officer, in facilitating the implementation, monitoring and review of the HELSB Strategic Plan as it relates to Human Capital and Administration.
Principal Accountabilities (Main Duties)
1. Human Resource Policy and Governance
- Oversee and coordinate the development, review and implementation of human resource policies, procedures, regulations and guidelines
- Ensure compliance with relevant labour laws, regulations and public sector HR policies
2. Human Capital Management
- Provide strategic leadership in the management and development of human resources
- Oversee recruitment, selection, placement, induction, employee development, succession planning, retention and staff welfare
- Promote employee engagement, staff morale and a positive organisational culture
- Ensure optimal utilisation of human resources in line with HELSB’s mandate
3. Performance Management
- Oversee development and implementation of effective employee performance management systems
- Monitor staff performance and ensure alignment of objectives with institutional priorities
- Facilitate interventions to address performance gaps and enhance productivity
4. Strategic Plan Coordination and Alignment
- Coordinate with Strategic Planning in development, implementation, monitoring and review of HELSB Strategic Plan
- Ensure HR and Admin programmes and targets are aligned with the Strategic Plan
- Contribute to institutional strategic reviews and annual work plans
5. Administration and Logistical Support Services
- Oversee provision of efficient administrative and logistical support services
- Ensure effective management of office facilities, transport, records and other support services
- Promote efficient utilisation of institutional resources
6. Policy and Institutional Development
- Participate in development and review of institutional policies, regulations, guidelines
- Provide technical advice to management on human capital and organisational development
- Ensure effective implementation of approved policies
7. Risk Management and Compliance
- Oversee identification, assessment and management of HR and admin risks
- Coordinate development of risk mitigation measures
- Promote compliance with laws, regulations, policies and internal controls
8. Leadership and Management
- Provide effective leadership and direction to staff within the function
- Build a high-performance culture based on accountability, professionalism, integrity
- Mentor and develop staff to enhance institutional capacity
9. Reporting and Advisory Services
- Prepare and present technical, analytical and management reports
- Provide strategic advice to CEO and Management on HR and admin issues
- Participate in management committees as assigned
Qualifications and Experience
- Full Grade 12/Form V School Certificate
- Bachelor’s Degree in Human Resource Management, Public Administration, Industrial Psychology or equivalent
- Master’s Degree in Human Resource Management, Public Administration, Industrial Psychology or equivalent
- Member of the Zambia Institute of Human Resource Management (ZIHRM)
- Minimum of 10 years’ relevant experience, of which at least 4 years should be at management level
- Demonstrable experience in HR management, administration, policy development, performance management and organisational development
- Experience in strategic planning will be an added advantage

- Excellent written and verbal communication skills in English
- Strong interpersonal and stakeholder-management skills
- Good computer literacy and proficiency in office applications

- Ability to work collaboratively and deliver results in a complex environment
