THE ORGANIZATION
The Lusaka Integrated Solid Waste Management Company (LISWMC) was established following the enactment of the Solid Waste Regulation and Management Act No. 20 of 2018 as an autonomous Solid Waste Management Utility in order to provide effective solid waste management services in the City of Lusaka.
In its quest to provide solid waste management services, LISWMC is looking for suitably qualified, creative and self-driven individuals for the following positions to join the Company, to be based in Lusaka.
1. JOB TITLE: Legal Counsel (Company Secretary) - Fixed Term Contract (01 Position)
JOB PURPOSE:
To provide legal advisory services, manage legal matters, compliance and risks, and provide Board secretariat services in order to safeguard the interests of the company.
REPORTS TO: CHIEF EXECUTIVE OFFICER
Main Duties:
- Manage provision of legal services and advise management/Board on legal implications
- Provide secretariat services to the Board
- Review and prepare contracts and other legal documents
- Prosecute non-compliant cases and represent the company in litigation
- Monitor adherence to compulsory standards and do legal risk assessments
- Prepare monthly and quarterly legal reports
- Coordinate archiving of legal documents
- Obtain legal opinions from Ministry of Justice
REQUIREMENTS:
- Full Grade 12 School Certificate or equivalent
- Bachelor of Laws (LLB) Degree or its equivalent
- Advocate of the High Court of Zambia
- Member of the Law Association of Zambia with current practising certificate
- At least 8 years' work experience, of which 4 years should be at management level
OTHER SKILLS/ATTRIBUTES:
Corporate governance knowledge, litigation experience, strong drafting/analytical skills, high integrity, report-writing, ability to work under pressure, computer literate
2. JOB TITLE: Legal Officer - Prosecution (01 Position)
JOB PURPOSE:
To provide legal support to the Office of Legal Counsel, manage dockets, court attendance, and case records for enforcement matters.
REPORTS TO: LEGAL COUNSEL
Main Duties:
- Day-to-day legal and administrative support to Legal Counsel
- Assist in drafting and reviewing contracts, MOUs, notices
- Support compliance monitoring
- Prepare and manage prosecution files, dockets, witness lists for offences under Solid Waste Act 2018
- Attend Subordinate Courts and conduct prosecutions if appointed as public prosecutor
- Liaise with inspectors, enforcement officers, and Police
- Maintain legal and prosecution registers
REQUIREMENTS:
- Full Grade 12 School Certificate or equivalent
- Bachelor of Laws (LLB) Degree
- Advocate of the High Court of Zambia
- Member of the Law Association of Zambia with current practising certificate
- At least 4 years' post-qualification experience in legal, compliance, or enforcement/prosecution
- Appointment/eligibility as Public Prosecutor is an added advantage
OTHER SKILLS/ATTRIBUTES:
Drafting, integrity, report-writing, knowledge of contract law and court procedure, computer literate
3. JOB TITLE: Assistant Accountant (01 Position)
JOB PURPOSE:
To provide support to the Finance Unit by carrying out various accounting tasks and ensuring accuracy in financial records.
REPORTS TO: ACCOUNTANT
Main Duties:
- Process payments for public funds accountability
- Assist in budget preparation, monitoring and implementation
- Prepare annual revenue budgets
- Prepare daily, weekly, monthly and annual financial reports
- Disburse petty cash and file vouchers
- Prepare invoices and receipts
- Maintain cashbooks, general ledgers and fixed asset register
REQUIREMENTS:
- Full Grade 12 School Certificate or equivalent
- Diploma in Accountancy, Finance, ACCA Level 2, CIMA Managerial Level, CA Zambia Application Level or equivalent
- Member of the Zambia Institute of Chartered Accountants
- At least 2 years' relevant work experience
OTHER SKILLS/ATTRIBUTES:
Technical report writing, communication in English, computer literate, interpersonal skills, integrity, analytical skills, confidentiality
